What happened
In Cary, the Town Council is scheduled to vote Thursday on staff recommendations that follow last summer's special-commission review.
The posted agenda lists a 6:30 p.m. meeting on Oct. 22 at Town Hall, 316 N. Academy Street. One item would have the council direct the interim town manager, Russ Overton, to carry out nine recommendations from Womble Bond Dickinson — numbered 03, 07, 09, 10, 14, 17, 19, 20 and 21 — and to send the named reports back by the end of fiscal year 2027.
The same packet says the law firm reviewed selected p-card and reimbursement transactions, financial information given to the council, and the workplace. It ties those questions to the former town manager.
Two later items are workplace votes. Staff recommends Policy 192, a rule that the town manager run regular employee surveys, tied to recommendation 18 and to Cherry Bekaert LLP. A separate item seeks town-code and budget-ordinance changes tied to recommendations 13 and 16.
The town's Get the Facts page says the council placed Sean Stegall on paid leave on Nov. 20, 2025, that he resigned on Dec. 13, and that Overton became interim manager two days later. It says the annual audit, the state auditor's review and the special-commission report were all public by July 2026. A town dashboard tracks those recommendations.
WRAL, writing Wednesday from the same agenda, also described the Thursday packet.
No vote has been taken. The posted files we read do not reprint the full text of each numbered recommendation.
