What the sheriff's office said
The Sanford Herald, citing a statement from Sheriff Wayne Coats, reported that the Sheriff's Office received a complaint alleging Holland improperly used the Flock camera system to track an individual for personal reasons. Coats notified Harnett County District Attorney Suzanne Matthews, and the two jointly asked the North Carolina State Bureau of Investigation to investigate whether any criminal laws were broken. At Coats' direction, the office's Professional Standards Division also ran an internal investigation into possible policy violations.
Holland joined the Sheriff's Office in 2019 and most recently worked in the Criminal Investigative Division. Coats said she was fired Sept. 15 after that internal probe, the Sanford Herald wrote. An earlier Daily Record file had also put a Sept. 15 firing during the SBI inquiry. WRAL, on Nov. 3, wrote that her name was still listed as a detective on the sheriff's website and that the station had asked the office about her job status.
Court papers and custody
WITN, citing indictment papers, put the felony between October 2025 and April 2026 and the ALPR counts in January and April. WRAL, citing court documents, listed Jan. 22 and April 1 as the offense dates on those papers.
WRAL reported that Holland turned herself in to the Wake County Jail around 1 p.m. Tuesday, Nov. 3, that SBI agents met her there, that she posted a $5,000 bond, and that Harnett County court is set for Dec. 14 at 9:30 a.m. WITN said she was arrested Tuesday and released after posting that amount. WWAY put custody at the Wake County Detention Center on Tuesday afternoon and the same total bond figure. The Daily Record reported service of two arrest orders in Wake County at 1:21 p.m. that day and a magistrate setting a $4,000 secured felony bond plus a $1,000 secured misdemeanor bond, with a Dec. 14 first court date.
WRAL's indictment headline said Holland misused license plate readers to track a woman. The Daily Record indictment page accused her of using the system to track her boyfriend's estranged wife. WITN and WWAY did not print that tracking detail in the pages we read for the indictment. The Coats statement summarized in the Sanford Herald describes the complaint as personal-reasons tracking via Flock; it does not itself prove the allegation.
