What happened

In Chapel Hill, two newsrooms citing town police wrote that Franklin Street remains open to cars on Halloween, while UNC hosts No. 1 Miami at 7:30 p.m.

WRAL, with a Friday-morning stamp, said thousands are expected downtown and that this is the second year in a row without a shutdown there. That page quoted Lt. Jason Belcher saying pedestrian safety is the focus, that officers are treating the night like any other home game, and that added patrols will be downtown. He used "be seen, be safe," and listed reflective clothing or an accessory, a light, staying out of the roadway, and sidewalks when they exist. He also said the lots usually open for home games will stay available.

CBS 17, posted at 8:58 p.m., independently wrote that officers said the old Halloween closures will not return in 2026. That later account added that town officials told the station the weekend no longer brings the parking limits and street closures of past years, and that more officers should be downtown Saturday night. It also wrote that the agency asked people to keep phones down, that drivers should slow down, and that children may step out with little warning.

Those two pages do not match the campus parking note. UNC Transportation and Parking, on Oct. 29, listed game-day limits on Cobb Deck from 8:30 p.m. Friday through 8 p.m. Saturday, on Stadium Drive from 7 a.m. Saturday until about 45 minutes after the final whistle, and on South Road from 3:30 p.m. Saturday for the same window, with only emergency vehicles, buses, and season football permits allowed through. That notice also listed Safe Ride from 11 p.m. to 3 a.m. between downtown and nearby student housing, booked in the Point-to-Point app.

UNC Athletics, on Friday and in Thursday's know-before-you-go note, listed ABC, the Old Well Walk around 5 p.m. with candy from the team, gates at 6 p.m., and a concourse treat from 6 to 7 p.m. for children 13 and under at Gates 2, 3, and 6 and the Blue Zone doors, or until the candy runs out. The Thursday note said costumes have to follow the fan code, cannot block safety or other fans' views, cannot be obscene or indecent, and cannot look like weapons. CBS 17 shortened the last point to "explicit messages."

This site is not the town or the university. If anyone is in danger, call 911.

What we don't know yet

A written police operations order has not turned up. Officials have not said how large the Saturday downtown detail will be, or whether any other street will close later.

Why it matters

Halloween and a No. 1 visiting team land on the same Saturday night. People heading downtown need the two newsrooms' open-street line, Belcher's walk-and-be-seen advice, and the campus pages' separate game-day parking limits.
