What happened
In Fuquay-Varina, the Board of Commissioners voted Monday night to replace the 2022 Hilltop Needmore Town Park master plan with a lower-impact version that drops new athletic fields and parking lots on those grounds.
INDY Week, writing Tuesday, said the vote was unanimous and that managers were told to revise the project scope. Fuquay-Varina's Hilltop Needmore page says commissioners formally adopted the 2026 amended plan in November 2026. Monday's board agenda listed that item as 10.C.
According to INDY Week, the town will no longer pursue a $10 million package of four athletic fields, a restroom building, and lot construction on about 5 acres of natural space. The same municipal page says no new lots will be built there and that visitors will keep using the Community Center and HNTP Clubhouse lots.
Both accounts keep most of the grounds as open green space with pedestrian paths. Along the Red Trail, they outline a nature playground inspired by Unity Park in Greenville, S.C., and an 18-hole putting course inspired by Pinehurst's Thistle Dhu. Along the Blue Trail, the outline includes lighted pickleball courts, an exercise challenge course, trailside fitness stations, and shaded seating. Officials list 4 to 6 courts; INDY Week wrote "up to six."
On money, INDY Week, citing the agenda, said the $10 million once tied to fields at Hilltop Needmore is redirected to buy land for a future athletics complex, and that $5 million from a delayed Kennebec Road Town Park project will fund the rewritten Hilltop work. The town matches that Kennebec shift and says the original $10 million Hilltop allocation is now aimed at a Panther Lake athletics site. Officials also say the board authorized buying 84.83 acres at 7600, 7608, 7630, and 7700 Panther Lake Road for $8 million. Monday's agenda listed a matching Item 10.D for those addresses.
Both accounts write that building that athletics site later may require a property tax rate increase. Wake County transferred the former Crooked Creek golf course to the town in 2019, they agree.

Why it matters
Fuquay-Varina dropped the ball-field plan at Hilltop Needmore after neighbors pushed back. People who walk those trails need the Monday vote, what stays on the grounds, where the $10 million is headed, and that a future athletics site may later affect the tax rate.
